XXIX General Assembly

On the 18th December 2020, ELRA hosted the XXIX General Assembly online.
The Assembly first marked the approval of the EU Land Registry common principles by ELRA President Fernando de la Puente, as well as the approval of the new ELRA member, the Hellenic Cadastre.
A series of panel discussions then brought together representatives from different institutions such as the European Commission and national Land Registries of Finland and Romania, as well as professors from several European universities.
The first panel, Digitalisation of Justice: Impact and Challenges, was moderated by Professor Dr. Sjev van Erp, Professor of civil law and European Private Law at Maastricht University. Three presentations outlined different aspects of the topic at hand, with Gosta Petri from the DG Justice at the European Commission presenting the communication on digitalization of the justice system. She was followed by Päivi Värtinen-Juntunen from the National Land Survey of Finland, presenting advancements in digitalization projects, and finally the panel was closed by Mihai Taus from the Romanian Land Registry Association with a presentation on moderate advancements in a digitalisation project.
After a break, The Land Registry in the European Green Deal panel was moderated by Rafael Vale e Reis, assistant Professor in the Faculty of Law at the University of Coimbra, Portugal. Hugo De Groof, from the DG Environment, European Commission, presented on the priorities for the European Green Deal. Professor Alexandra Aragão in Legal and Political Sciences, University of Coimbra, then spoke about land registration and sustainability.
The third and final panel, The Land Registries in the fight against money laundering, was moderated by Jan Moerkerke, ELRA Board member. Andrei Stefanuc from DG FISMA at the European Commission spoke on the topic, followed by Elena Parejo from the Colegio de Registradores de España, who presented on money laundering in relation to the Registries.
The Assembly then finalised with a follow-up on the special measures implemented in EU Land Registries due to Covid-19 by Marta Rekawek-Pachwicewicz.
