A Delegation from the Chinese Government visited the Colegio de Registradores de España on 21st September for an introduction to the Spanish Land Registry system.
The Delegation was composed of Mr.Gan Zangchun, Deputy Chief Supervisor Chairman, Mr. Ma Yi, General Director of State Land Supervision General Office, Mr. Cui Yan, General Director of Shenyang Bureau of Land Supervision, Mr. Shu Weixing, General Director of Guangzhou Bureau of Land Supervision, Ms. Feng Wenl, Deputy Director of the Department of Science and Technology and International Cooperation, and Mr. Chang Jiang, Official of the General Office of Ministry of Land and Resources. They were welcomed by Mr. Eugenio Rodriguez Cepeda, President of the Colegio de Registradores, and other members of the Spanish Association.
The working sessions were conducted by Mr. Gonzalo Aguilera, Director of ICT Department, and Mr. Fernando de la Puente, Director of International Relations, both registrars and members of the Board of Directors of the Colegio. Mr Javier Gómez Gálligo, registrar and editor of the ELRA annual publication, explained the guidelines and the legal principles of the Spanish system, Mr. Gonzalo Aguilera introduced the technological tools of the Spanish Land Registry, the on-line services and the e-registry, and Mr. Oscar Vazquez introduced GEOBASE, the technological solution developed by the Colegio to integrate the legal and graphic information relating to real estate.
At the end of the working session, some presents were exchanged and lunch was offered to the Chinese Delegation on the terrace of the eighth floor of the Colegio building. In the afternoon, the Chinese Delegation visited one of the sixty Land Registry offices placed in Madrid, where they saw the practical application of the Spanish Land Registry System.
