As you know, at the last ELRA General Meeting we have been elected as the new Board of Directors of the association for the next two years.
We would like to emphasize our engagement of work and dedication at the service of the Land Registry in Europe and the cooperation with the EU institutions in any matter that might interest our association.
We recognise the Land Registry as an institution linked to the principle of Lex rei sitae in each Member State, the Law of the place where the property is situated. The law governing the transfer of title to property is dependent upon, and varies with, the lex rei sitae. We also recognise the plurality of Registry Systems.
However, we all concern for the legal aspects linked to the registration in the Land Registry, its publicity and the fact that Community Law affect us directly. For instance, European Mortgage Market, Environmental Protection, some aspects concerning publicity , Private Law and the security of European judicial procedures through the Land Registry.
For all the above reasons and admitting our diversity, we hope to acquire a better knowledge of our systems and to obtain coordinated solutions in order to submit them to the EU institutions. We would also like to express our willingness to participate in projects of collaboration where our intervention could be useful in order to create safety registry systems.
At the same time, we will also try to improve the relationships with other European institutions related to our functions, taking into account one of the main objectives of our association: «to focus on and emphasize the legal aspects of convenyancing, land registration and security of transactions».
Finally, we would like to tell you that we are at your entire disposal with the commitment to have a complete dedication to the tasks that our new positions will involve.
