2. Are there specific rules and forms for registration directly provided for in statute under secondary legislation?

There are two regulations that the General Director’s Decisions enforce. One regarding Cadastre and the other one regarding LR.

3. How often do changes arise in property/conveyancing legislation and registration legislation respectively?

Law nr. 7/1996 has been amended for 17 times since 2006. The most important amendment represents the new Civil Code enforced in 2011 which includes a chapter regarding LR.
