Opening a new registry file

When is it possible to open a new land registry file?

Only when registering ownership. Some folios refer to ownership of rights (eg sporting rights of shooting/fishing; collection of ground rent) but these would not relate to a court decision. Most easements/rights are noted on the existing folios that relate to the ownership of the land.
